OpenAI opened an office in São Paulo. ChatGPT was already here.
On Thursday OpenAI said it now operates in Brazil, with people in São Paulo. ChatGPT, the API, and Codex already worked from here. What showed up is a local company, a local team, and a stack of partnerships.
On Thursday, August 27, OpenAI announced what g1 boiled down like this: an office in São Paulo, after Brazil became ChatGPT’s third-largest market in the world. The company will not say how many people use it. It will say the country sends 215 million messages a day. Users in Brazil, it says, nearly doubled last year. Sam Altman talked long-term commitment, economic and social value.
Two figures it likes to repeat. Brazil is second in the world for people on the API. It is Codex’s biggest market in Latin America: weekly users are up more than elevenfold since the start of 2026, daily messages almost thirty. There is a partnership with ITA for student accounts and coding credit, a program with Enter for lawyers, and a memo with Prodam, São Paulo city hall’s data company.
Then the other look. Next AI Press went after the filing: OpenAI Brasil Limitada, in República. A paper address, not necessarily where people sit. ChatGPT and the API were already here. No new product landed. A company, a local team, and partnerships did. By publication, the reporting had not found who runs the shop. No dollar figure either. Microsoft has talked about roughly $2.7 billion in cloud and AI in Brazil over three years. AWS, $1.8 billion through 2034. OpenAI did not put an equivalent on the table.
There is a piece the company announcement does not touch. Congress is still arguing over bill 2338/2023, passed by the Senate in 2024, stuck in the Chamber. Under the bill, anyone training a commercial model would pay the copyright holder. Fines up to 50 million reais, or 2 percent of revenue in the country. OpenAI did not mention the bill in the announcement.
If you just want the news: Brazil was already talking to ChatGPT. Now the company has a sign on the door. It still has not said how much it is putting in, or who signs the check.
